Jira does not track the last modified date/time of a project, only issues.
Could you explain what you actually mean by the modification time of a project? Last time the config changed? Last issue updated?

We develop Projectrak which will allow you to track your projects.
I noticed you entered this question for Jira Server, and I wanted to let you know that with Projectrak you can fetch the project's latest activity by creating a Script field.
You will find the following use case in our documentation: Jira Standardization. You will find a script named "Last activity2 that will help you with this case you are referring to.

Jenkins pipeline script to get the last modified time of projects or any modifications such as users has been added to this project and user has been removed from this project.

Can you clarify, what date are you trying to acqire?
Looked for properties of project objects, there are no dates. Only date, when project was archived (if was)
