Getting Duplicate tickets from incoming emails. Had to set Mail Handler to local files to stop duplicate tickets from incoming emails. One ticket will recognize Mail Handler properties for CC assignee the other ticket does not.

Is a Mail Handler configured for a Service Desk project ? Also verify if the Email Requests settings are enabled for the same project.
Also, review this page and verify that the mail handler has been set up in the same way as described.
