Our organization is getting error messages when trying to utilize Jira software. How do I add two names as technical point of contacts so they can get their error issues resolved? The names are Anastasia Virden and Ashley Watkins.

You do not need to add them as technical accounts. Instead, they should have Atlassian accounts and then they can open ticket(s) at https://support.atlassian.com/contact/
If you want to expedite their problems resolution, you may need to share your application SEN with them, so they can get their questions answered faster.
