Global files for all users

We have some FAQ documents and files that we want to make available to all JIRA users. Is there an easy way to do this?

To give you an idea of what we want to do - basically, a user might see a section in the header called "Files." Clicking this will bring the user to a list of files that users can view/download (they can't upload).

Confluence could do this, but we're not currently in the place to choose Confluence as an option. Are there any alternatives? Thanks for your help in advance.

Would the Introduction gadget work, if you simply added links to the files in the text of the gadget?
