That's because the "localhost" hostname can only be accessed from your machine (see here).

To access from another place, you need to make sure the users are in the same network and can reach your computer's hostname or IP Address. (see here).

Neither of that. The user might not have "JIRA Users" global permission.

Please check the global permissions and make sure the user is a member of the group that has the "JIRA Users" permission. See https://confluence.atlassian.com/display/JIRA/Managing+Global+Permissions for more details.
