In Jira Cloud with 50 projects, I want to grant permission to change the workflow only for one project, which has a different workflow schema from the other 59. Can I restrict the user to have the Edit Workflow Permission only for project X, without granting them the right to edit the workflows of the other 59 projects?

There is a permission for that, but if the permission schema is shared with other projects, then no. That permission will be shared across all other projects if you add that permission.
Shared workflows can't be edited by users with the "Edit Workflows" permission unless they have been assigned the Administer Jira global permission.

so only Jira admins can change shared workflows or user with Administer Jira global permissions.
If its an isolated workflow, not shared, then you can add the user to the edit workflow permissions.

You can Modify the Permission Scheme for only project X:
Go to Jira settings > Issues > Permission schemes.
Edit the permission scheme associated with the project.
Grant the Edit Workflows permission to the user/group/Project-Role.
note: Make sure the workflow is not shared with other projects. If it is shared, changes will affect all projects using that workflow.

Hello @Violeta Teofilova - If this workflow is separate from the other workflows as you mentioned, you should be able to grant that user Project Admin Role for that single project. From there they will only be able to edit the workflow, as long as that workflow is not shared with any other projects.

First of all, good to know that the workflow scheme of this project is not associated with other projects.
