how to move one state to another state in jira when doing git commit?

I would recommend reading our documentation on Configuring workflow triggers.   If you have either an application link or a DVCS connection between Jira and Git, then it is possible that Jira workflow transitions can happen when a commit in Git contains the Jira issue key.

Can I ask one thing here ..what do you mean by One State to another State when doing commit.?

Are you talking about Transiting issue from one status to another while doing the commit?

Ok, then as mentioned by @Andy Heinzer you need to work with workflow trigger. Using workflow trigger you can transit then issue from one state to another whenever the commit will happen.
