You need to change the project set-ups so that instead of using separate workflows, they use the same one (or small set of workflows anyway). Then when you change the shared workflow, it will affect all projects.
Pick a project that is currently close to what you want to end up with. Go into the admin for it and look at what "workflow scheme" it uses. Now go into each of the other projects you want to be the same in turn and change their workflow scheme to be the same as the one you found in the first project.
Once you've done that, the projects will all be looking at the same set of workflows, so when you alter one of them, it'll affect all those projects.
