Export the issues to a PDF document with the PDF View Plugin

It can capture 100% of the current state of issue, including field values, comments, attachments, etc. You can then make the PDF document viewable, searchable outside JIRA. This is simple and only takes a click to get a "baseline PDF".

This is surely something you will not get out of the box. There are a lot of approaches i can imagine. I solved it by my own search request view plugin (check https://developer.atlassian.com/display/JIRADEV/Search+Request+View+Plugin+Module) based on the printable search view plugin which originally produces html.. The output of my plugin is not html but a war file consisting of an index.html and a subdirectory containing all attachments each one having the attachment id as fiele name. The attachments are referenced in the index.hmtl. This war can be deployed to a tomcat server and thus the issues contined in the baseline can be viewed as a static html page.the index.html also contains the change history and comments so all information about the issue is included in the war
