I am trying to create a rule on Rule builder for the Issue closed criteria, But I couldn't find there any any Issue closed Trigger

How are you defining that the issue is "Closed"? Is there a status called Closed? Are there multiple statuses by different names that represent Closed? Or there something else?
You may try Issue Field Condition to check the status of the Issue.
To narrow done the search, you may use one more Issue Field Condition to check the Issue Type.
