I am using JIRA 6.3.9 version, I want to add one field on screen like Hyperlink by clicking on that one static file should open.

I'd use a message field from the JIRA Toolkit to display a link to your static file.

Add a message field to your system, put it on the screens you want the hyperlink to appear on, then place the html you want to display into the field's default value.
