Hide time tracking for specific users differently in each issue

Hi everybody,

I am searching for a way to hide the time tracking feature individually for each issue. So I'd like to have a dropdown list on each issue, where I can select who can see and log their time. Everybody who is not selected can not see and log their time. Do you know any way this is possible?
I tried out multiple plugins who promised to do this, but all they could do is hide the time tracking for specific user, groups or project roles, but as I mentioned, I would like to do this issue specific.

It allows scripting any logic you want (issues specific/customfields specific/etc.)
