If this is a workflow for a Company Managed project you can add a Condition to the transition.
Use the Value Field condtion.
Specify the Status field is not equal to Post Mortem
Team Managed project workflows have a Value Field restrictions also, but it does not support use against the Status field.

As @Trudy Claspill mentions this can be done.
But you can also use the previous status condition on the any transition.
Example:
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
