We run a server instance of JIRA in our data center. Does it need to be accessible from the Internet, ie have an external IP address and ports opened, in order to integrate with www.hipchat.com?

If you're looking to integrate your JIRA Server with the Hipchat Cloud service, then yes - JIRA would need to be able to get out to the Internet in order to communicate with www.hipchat.com and vice versa.
If that's not an option, we very recently released HipChat Server, which can be installed on your local network, the same way you currently have JIRA installed. This will remove the need for JIRA to access the Internet in order to integrate with HipChat.
