I had added a comment for one of the story in the project. There is another user who has access to this project. He modified my comment. But I thought the history should display the comment edited by other user.

Unfortunately, the history doesn't reflect comments' updates, whether made by you or other users.
Thanks Yuliia, actually the point here is 1 developer should not be allowed to modify the comment created by any other developer or manager. And if that happens it should be tracked somewhere.

You can try changeing permission schemes to allow editing comments only to certain users. I found it under Issues - Permission schemes - Default Permission Scheme:
