Some users are facing issues with joining Jira. Can someone please help to resolve this issue?

It looks like your users are experiencing a product access issue. I would recommend reviewing this support article:
How does product access work? | Atlassian Support
Essentially, groups are provided product access within Atlassian. If the users are not members of the groups with access, then they will also not have access.
