How Do I Make It So That The Old User Interface Is Default For Non-Logged In Users

I would like to make it so that users who are not logged in see the New Issue View is turned off by default. But how do I do it?

I don't think that's possible Christopher. By default, the instance would always be in the new issue view, but each users has the ability to turn off the New Issue view via Personal Settings - https://<yourDomain>.atlassian.net/secure/ViewPersonalSettings.jspa.

It's not really possible to disable this for all, let alone, non-logged in users, unfortunately.
