Because of customer security reason I would like to configure a user , if is possible that can only access to the APIs and not to the GUI , that has "write only" access to a Project or Projects and that can receive webhook notifications only about status changes (or only Reject and Close).

just a quick guess:
Give ONLY "Create Issue" permissions to that user on the project. The user still needs a license to create an issue. The user will be able to login to Jira & see the project, but he will not be able to see/browse the issues. Pretty sure the user will not be notified about the changes unless he gets "Browse project" permissions needed for viewing issues.

Let's say a technical user , blind with just write permission.

You can't - the access is not done by route, it's by user. If a person can use the system, they can use the gui and REST api.
