How can I add new project avatars that are available for all projects?

When I go to edit Project A, I can upload a new custom avatar for that project. However, if I go to edit Project B the custom avatar that I uploaded for Project A doesn't show in the list of existing avatars - I have to upload it again. Is there any way to add to the list of existing project avatars so that users can just select from the list without having to upload each time?

I had previously completed all of these steps except clearing the temp/cache and rebooting the server. Doing so seems to work. I don't like the thought of having to reboot the server to add a custom avatar, but this will work for now. Thanks Patina!
