Jira seems to come with a tool allowing projects to create SLA with notification for out of compliance. When defining the SLA, the workflow can only be selected from projects defined in the existing jira projects. I would like to explore if this tool can support the following scenario:
I have created some custom fields for my own project in an existing jira project. The private project workflow is not part of the existing project. The private project workflow will use the custom fields to define its workflow. Is there a way for setting up SLA for monitoring the private project using the custom fields instead of using the workflow from an existing project?

If I understand you right you want to set SLA for the project at Jira Software?
To set SLAs for simple projects from Jira (not JSM) you need third-party tools from Atlassian Marketplace. One of them SLA Time and Report - allows set SLA timer using issue fields for start/stop conditions.
