I want to rename and remove the labels in the issues. Modify the list of labels.
I want to manage the list of labels.
All the information is about how to add a new label or remove a label from the issue.
There is no where showing me how to access the list of labels in the issue, delete the ones I dont want (after removing the labels with bulk remove ) or modify the name.
It shouldnt be this hard to do so or find where to modify that list

I'm not sure what you mean by the "list of labels in the issue". Those values are simply displayed in the issue when you are viewing it.
While Labels values are globally shared there is no single place to go to see all possible Labels values and edit them. Labels fields differ from Selection List fields in that regard.
To remove a label from appearing in the autocomplete for the Labels field you have to remove that label from all issues.
There is no way to change a label from one text string to another. You add a new label for the new text string and remove all the labels showing the old text string.
If I have missed the point of your question do please let me know, or try asking it a different way.
I have removed a label I created just couple of hours ago from the issue and it is not attached anywhere. but it has a mistake, so I want to modify or completely delete from list of selections. I don't want people on that project see it when they open the drop down.
1- Either modify the text --> which you said it is not possible
2- Delete it from the list. I don't want anyone choose that by mistake, so I don't want it to show up but it does and I cant find anywhere to edit that drop down

There is nowhere to edit the Labels drop down list. It should present the Recently used Labels and a partial or full list of all Labels values that exist on issues across the system.
In my personal Jira Free system, where I am the only user, if I
Is that where you are seeing your deleted Labels value? Or do you see it in the All Labels section? If it is in the All Labels section I suspect that the value is still associated with an issue somewhere in the system.
I don't have a second user account at the moment that I can use for testing, but you might want to have a second user go to a Labels field and see if they actually see the label you deleted.

From my investigation, I achieved to delete completely a label with the following workaround:
1. Find the issues that use this label with a JQL query (labels = <label name>)
2. Bulk change those issues and remove the label with "Find and remove these" option
There are two lists with labels in Jira. The "All Labels" list and the "Recent Labels" list.
Some time after the actions with steps 1 & 2, the label is deleted from the "All Labels" list but still appears in the "Recent Labels" list.
And now the tricky one:
I noticed that the "Recent Labels" list takes max 5 labels that are recycled so only the last 5 used are shown.
So..
3. Use in an issue 5 labels that already exist. Put one label at a time until you reach 5.
The impact is that the "Recent Labels" list is now full with existing labels and the "unwanted" label is now "deleted" from this list also.
Please try this workaround and let me know if it helps to get rid of the "unwanted" label permanently.
