How can I disable the useless "SIGN UP!"-Popup for current and future users?

Hello,
Users reported that they get the following pop up.
Unfortunatelly this popup does not work due to firewall restriction.
How can I disable this popup?

Hi Michael,
A bit late but in case someone else stumbles on this looking for answer, here's what you need to do:
- Go to Administrator > General Configuration > Advanced Settings
- Hover over the current value and click to edit.
- Set -1 value for the jira.newsletter.tip.delay.days
