There are several ways to share the release notes. First, you should check, if you and your target group have the permission to open the release notes.
Then you can copy the URL (from the browser, if you want to share the full report including the link to the release notes in jira or from the original destination of the release notes)
If the release notes are in Confluence, then you are able to share the Confluence pages to your desired colleagues/user/people. In this case, you should also check the permissions of the specific space and page.
