I would like to add a header to the projects dashboard to identify which projects are public and which ones are private. Is this possible?

to throw in another possibility to solve your problem. Another option to do this could also be a little modification of the project's icon. You could add a graphical element to it which expresses that it is internal or external, e.g. a lock for internal projects.

If you are referring to a regular Jira Dashboards, then those can be renamed to any name you want by clicking (...) - three dots menu at the top right of each dashboard item.

As far as I know, Dashboards and Projects are 2 not related items. What I'm going to say is true for Jira Server, maybe not exactly like this in Jira Cloud.
There is no Dashboard for Project, but Dashboards and Projects as two different and not related items. They are not related, but anyone can create a Dashboard which shows information about projects.
Tell us your needs and we may help you, not as you said, but with other solutions.
P.D: Maybe it could be coded in the introduction gadget... but I'm not good enough to tell you if it's even possible... maybe the name of the dashboard can be used to relate Project and Dashboard.
