How can I get a list of all existing fields to send to user to pick for their screen to be created?

I want to just provide a user with a list of available fields for them to pick from so that I can create their story and test screens. I can see all the fields in administrator, but want to just send them a list and don't know how.

All fields and customfields are listed in the field configuration scheme. Check https://confluence.atlassian.com/display/JIRA/Specifying+Field+Behaviour for a list
