I'm the System Admin in our company and we want to start allowing certain users to create workflows inside their respective projects that they will be "owning" without granting them a global admin access. I've seen the permission schemes but it seems like that only grants different groups of global admin access. Is there any way to just grant them complete admin access to the project their assigned to so us admins don't have to always create their workflows? It would make sense if Project Leads were able to just do everything on their respective projects, so it's throwing us off a bit.

Just to be clear - it's currently the *only* way to do it (Although Atlassian are talking about delegating more rights down to project owners)

Simplified workflow is the only one available now (which has a very limited customization).

It's not possible out of the box. We at Wittified have an add-on on the Marketplace called Delegated Administration. https://marketplace.atlassian.com/plugins/com.wittified.jira.delegated-admin
While it doesn't support editing of workflow schemes (yet - it's a tough nut to track to make it simple and not cause a major headache for administrators) it does allow you to switch schemes and edit permissions and notification schemes as a project admin.

It is not possible.
You could give them access to a staging server then export the workflows to prod after they are completed.
Project admins may set project details like description, components, roles and view other admin informations(e.g. Workflow, permissions) etc but are not able to change them.
