  1. Custom Workflow: Create a custom workflow that includes an 'Approval' step. In this step, you can set the issue to an 'Awaiting Approval' status.

  2. Statuses and Transitions: Within your workflow, define statuses that represent different stages of the approval process (e.g., 'Awaiting Approval', 'Approved', 'Rejected'). Also, set up transitions that allow the issue to move between these statuses based on the approval decision.

Unlike JSM,  in Jira software the approvers shuld be granted access to the project and license will be consumed.
