What you request is not possible.

But, if you have the permission you can share and subscribe them to the filter yourself. 

If you do not have the permission, share your filter and ask an administrator to do it for you.

I don't think it is possible to invite people, however you can share the filter or ask people to search for it.

When users access the filter they can subscribe.

So a better way would be to use the share link on a filter so that Jira sends an email to the user and they can self subscribe.

If you make the filter public or share it with the resources that need the information they shall be able to search for it and subscribe if they like.

By search for the filter and click on detail and then add a new subscription
