Thanks Ben and Andy - I reached out to Smartbear as suggested and they provided instructions and sample test step upload Excel file to use as a basis for importing test steps.  All good and working fine! Appreciate your help :)

Please could you provide more context. What exactly is the tool you're using for test cases and test steps. Are you. using a test management tool add-on to Jira? If so, which one?

If your just using Jira issues as test cases, you can use a CSV file and import it into your project.

We have Zephyr by SMartBear. 

I didn't mention the tool, because I don't know whether it is possible to load test steps through Jira OOTB Import tool or if we need to use an add-on tool.

Yes - we have already successfully loaded test cases, but we want the additional layer of the test steps to be imported.

Thanks for additional context. There's actually two applications. Zephyr Squad and Zephyr Scale. Actually, there another one which is Zephyr Enterprise as well. It important to know which test management application as each of them have different ways of importing. 

They have fairly good support. Worth raising a ticket to address exactly your needs with the test steps:
