How can I make a specific ("template") ticket uneditable to force others to "clone"?

I want to ensure that others can only clone a particular ticket and not edit it—just this one particular template ticket and *not* tickets in a particular 'state'.

Because other users sometimes forget to actually clone a template ticket that I've created, I want to enforce cloning to a new ticket for others to edit, while retaining the 'template' for future use.

Most answers online in the Community fora or the JIRA KB restrict editing for 'groups' where issues are in a particular state. I do not want to blanket restrict by state, but merely a single template ticket.

Please advise.

Workflow status is the only thing I can think of that's native to Jira.  You could consider a template add-on if you have some free budget:
