How can I populate a new project with a standard set of issues?

My company installs our software with a small implementation team over the course of multiple weeks. We use JIRA to track issues and manage work flow on the implementations.

Every time we implement, the process is roughly the same and we'd like to be able to re-use tickets across implementations where they've been written well.

Is there any way to maintain a "repository" of issues that we can use to pre-populate a new project whenever a new customer signs up?

Scott,

This is not delivered functionality within JIRA.  We had a similar needs and created a base project with all of the issues and configuration setup the way we needed it.  We then purchased an add-on that allows us to clone that project.  There are several different plugins that you can then use to copy the project.  We use ScriptRunner and have the copy take place as part of a workflow.
