How can I populate the option values in the 'Select List (single choice)' Field without typing it in one by one? I have 1,200 values that I need to add and I don't have access to the database directly. Is there a way to do this without typing each value?

No you cannot. There is currently no JIRA API to access the System options (including configuring the custom fields) like the Select List.
Question though, what's the need for 1,200 values on Select List? That seems pretty big?
We need a field to track tasks (and time sone on them) per business unit. The many values in this list represent the different units that we need to account for.
