How can I prevent users from moving a certain issue type from one project to another?

We have a support project that is integrated with Cherwell that we use for support tickets and it is enforced with a specific workflow that links between Jira to Cherwell. So when someone moves a ticket from the SUP project to another project it causes all kinds of issues. 

I would like to prevent users from moving tickets from the Support project when they are of the Cherwell Incident issue type. I can see how to do it for the project itself, but I can't find a way to do it for just one specific type of issue. We do have ScriptRunner, which seems to maybe have an option to do this or maybe JWME?

In my opinion you can't do this for just one type of issue on cloud. 

You can't customize so much Jira cloud. 

Maybe there's an application to do this but I can confirm that my experience confirm you can't do this using scriptrunner or JWME. I've done this in JS + Jquery but on cloud it's impossible to achieve this.
