I'd like to create a dashboard or a structure with a list of Jira issues and the last comment for each issue.

In this short use case, you can learn how to display last comment in filters or JQL using the Time in Status for Jira Cloud.

It seems it is not possible to do this either way at the moment. We have a task related to adding the functionality to Structure and I have noted your vote.
There is also an Atlassian Ticket open, JRACLOUD-2734, to add Last Comment as an issue navigator column. With this, you could add it, save the search and use it on your dashboard. You can add your vote to this ticket as well.

if you're open to solutions from the Atlassian Marketplace, this is available in JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing and, in many cases, inline-editing all your issue fields, plus a number of "special fields" that aren't otherwise available. The "last comment" is such a special field.
Here's how this looks in action:
As you can see above, you can also sort and filter comments (and even copy/paste "into" them if you want to do some kind of bulk commenting). JXL also enables you to view issues in the parent/child hierarchies, or group them by any issue field.
I should add that JXL doesn't currently come as a dashboard widget, however this is something that we plan to ship in the upcoming weeks. This being said, a lot of customers just use an entire JXL sheet as a kind of dashboard.

you could create a custom text field and using automation copy the latest comment into that field. However, I'm not sure that is a great idea. Comments can get very lengthy/chatty and don't generally work well for filtered lists. I wonder if using the activity stream would be possible? Maybe if you could explain why you were wanting this I could suggest an alternative.

It is now possible to display a last comment in an issue in a column in Structure Cloud. You can do it the following way: add the Formula column with this formula in it: lastcomment
