×There is this project in my JIRA instance where adding an attachment is mandatory for the ticket creation. I simply CANNOT create the ticket and then attach a file to it. The system won't allow me to.
So, given this scenario, how can I upload an attachment while creating a ticket through the API?

I don't know that this is possible. A while ago when I started creating tickets via the API, I did some research and you seem to only be able to add attachments via the API to an existing ticket.
Have you considered removing the mandatory bit for attachments?
Unfortunately, this attachment is a business requirement for this JIRA project, and there is nothing I can do about it...
Maybe there is a way to make an exception regarding the attachment for a single user or something like that?
