how can jira help in reporting to senior management the actual useful work done on the project vs minor cosmetic updates. For ex, one project in our organisation has till date been only doing vendor suggested upgrades on the product but hasn't done any efficient work to help the organisation for the use of that product, however since they are doing cosmetic upgrades there always are stories and book of work in the jira board, how can management see the value in the work they do and stop the project from wasting money and time on non essential activiites

If I understand your requirements correctly, you want to generate work reports showing tasks and the time employees have spent on them. If you are okay with add-ons I can recommend- Cost Tracker for Jira Cloud developed by my team. The add-on is specifically designed to generate cost and time reports of your work “done”.
To include in the report only specific issues or user stories, you can utilize JQL (Jira Query Language) to filter user stories that meet specific criteria.
For example, to filter user stories that are not yet marked as "Done" or "Resolved," you can use the following JQL filter "issuetype = Story AND status not in (Done,Resolved)"
Enter the correct JQL, save, and get a sample of what you filtered.
The resulting report can be easily shared within the add-on itself or exported in Excel format for further analysis and distribution.

I would recommend creating a dashboard in Jira to be shared with the management people, or a page in Confluence. This can be easily done with our Great Gadgets app.
