As per my best knowledge, this is not possible in Jira. That's why always prefer not to delete any issue in Jira.

You can not do this. Once an issue ID has been used, it's been used.

This cannot be achieved as the ticket number is generated by Jira. Once it is assigned to specific you cannot assign it to other ticket.
