How can i add a new person in Jira and create him an account

Hi @nikoleta.pistofidou 

If the person has already tried to access Jira but lacks the necessary permissions, the admin can do:

• Go to User Management > Look for any user with 'Invited' status > Click 'Resend invite'.
• If the user is marked as 'Suspended' > Restore their access > Click 'Resend invite'.

The user then needs to accept the invitation via their email (remind them to check their spam folder if needed).

This means that you need to invite that user to join your site. If you have the admin rights, you can invite that user going to Settings > User Management > Invite users

From there you can select to which products they need to be added to. When invited, they need to accept it.

If i am not an admin, should i request from the person who added me to give me admin rights?

It would be the best that the person who has invited you, to also invite the person who has received the error message,
