How can i assignee one issue to a group?

I want to assign a issue to a group, so that the members in the group could work on their jobs at the same time.

step1 -----> step2

assignee in step2 is a group that contain members choosed from user list.

the group should support customize in Group Browser management page.

when step1 transit to step2. Notification should send email to all members in the group.

how can i accomplish the above functions?
