How can i hide the configuration field button present at create screen

• I want that only admin have rights to change the field or access the configuration field present on Create screen.Is there any way to hide the configuration field button from create screen and only have right to see the configuration field button to admin.

From the transition workflow you can make condition i.e. Only Admin group & Developer role can make this transition.
