How can i know who's start a sprint in JIRA ?

Welcome to the community.

There is no feature for this currently.

You could set up an Automation rule to send an email when a sprint is started, and in that message include the person who triggered the rule.

That post is still accurate. The user is not captured. The best solution is to limit who can start a sprint.

If there are issues that were already assigned to the sprint that was opened, so they were pulled in when the sprint was started, open the burndown chart for that sprint.  The first entry in the table below the burndown chart should say "Sprint Started by (user)"
