How can i view a complete list of all users who have access to Jira/Confluence

If you are an admin, go to user management-> Users-> filter for Jira software and Confluence

So if i dont have admin, I wont be able to see that?

If you are not an admin you cannot access user management and unfortunately you will not be able to see all the users.
