I would like to prevent any type of editing(field update, add comments, change status, etc.) if the Assignee field is empty

As far as I can tell, there is no easy way to achieve that as you can't specify the "Assignee" field as mandatory in a Jira Field Configuration.
However, you can bypass this problem by creating a custom field to replace the current "Assignee" one, that you will be able to mark as "mandatory" in your Field Configuration.
The problem will then be that you lose some of the automation options that are specific to the assignee field so it might not fit your use of Jira

The problem with unassigned issues is they get lost and overlooked. They never appear in anyone's 'my issues' list

You cannot make fields mandatory or optional based on the content of other fields in Jira. Status is the only "field" that can be used as a condition on edit, but even that is all or nothing - you can turn the edit function on or off based on status, but for everything, not certain fields.
