When I try to edit the "Field Editor" but it shows that I don't have permission. But I already have the "Administrator" role.

This is part of a marketplace app.
I have looked at the documentation and within the app permissions need to be granted to user who can use the app and which fields.
See documentation here
So if you are Jira admin, you should access the app settings and configure the permissions if not ask this to the colleague with the required permissions.

I think that you are running an on-premise installation.

Then you are not a Jira admin and not able to chnage the settings.
Reach out to one of your Jira admins to help you granting the right permissions to you.

So this means the I only have project admin but not JIRA admin roles, right?
If I want to access the Field Editor, I need the JIRA admin role not this project admin role, correct?
In our case, the project lead role can access this Field Editor.

Yes, you are project admin only
No the app has it's own permission structure, to have others edit custom fields based on permissions granted to custom flieds.
The Jira admin is the only person who is able to set and grant these permissions, to other users
So you don't need to be Jira admin.
In you case the user set as project lead has been granted permissions on fields to edit them, this has been done by the Jira admin.
