How do I add a new user?

When I go to User Management and Create New User, I enter in the new users' name and email address however I get an error message saying: "Unable to add access as there are no default groups for JIRA." 
With a link to: Configure default groups

I click the link and am brought to Application Access Information. But I don't know what I am supposed to do here.

Hello Zachary, 

It looks like you may be running into this bug: https://jira.atlassian.com/browse/ID-249.  I would recommend trying the workaround specified:

Workaround
Remove jira-users group from the JIRA Administrators global permission
