How do I add a role in jira?

Go to Admin section > User management > Roles (or type 'gg' + Roles). There you can add roles.

I am in Admin section > User management but there is no Roles there and I do not know where to type 'gg' + Roles.

I've updated my answer, see there. to use the 'gg' short cut you can type it anywhere (not if the focus is in a text box)

Thanks it is resolved. Roles was under System and not under User Management.
