I need to create a custom issue, with custom fields. How can I do that?
For example, when creating an issue, I can choose the specific type of issue like (bug issue, design issue, video issue) etc.

If you want to choose the specific type of issue you can maintain that through issue types and issue type schemes. Once you identify and create the issue types you need to use, you can group some of those issue types together into an issue type scheme and apply that to a Jira project.

Once you create your issue types, group them inside an issue type scheme, and associate that issue type scheme to a Jira project, you can click on the "Create" button in the system navigation bar, select the project you want to create the issue in, and in the issue type dropdown see the different issue types that you configured in the issue type scheme.
For custom fields, you need to go to Jira Administration > Custom Fields to create a custom field. There are various options for field types to use, including text, dates, dropdowns, users, and more. You can make those custom fields available on issues by including them in a screen.
