How do I assign a user to an issue?

I have a user who has both the Assignable User and Assign Users permissions through a permission scheme. Yet when he tries to assign an issue to another user, the "You can not change assignee due to security limitations" message displays in the Assign window.

Thank, Joe. I actually figured it out. We had a field security scheme associated with the project. I had to remove it and that resolved the issue. Thanks for your response.
