As an admin, create a new project in your system.  Give it a permission scheme that hides it from the other users, and test away.

Or if you're asking about an entire JIRA system, either sign up for a Cloud account or download the Server version and use an evaluation licence

In order to be able to raise a Bug, create a issue type scheme with the Bug issue type and assign it to the new project.
