How do I download all the attachments in a Jira Cloud project without using the Rest API?

I have looked in the Jira site settings but have not been able to find an attachments home directory referenced in other tickets.

You don't.  You can only get to attachments via the issues, either in the web interface, or over REST

Nic, unless I am misunderstanding it this solution would seem to contract that. But I haven't been able too find my Jira Home Attachments directory.

If you are using Jira Cloud, I used the following solution a while back to export all attachments from Jira OnDemand, I think it still might work for Jira Cloud.
